Councillor basics - delivered by SALC 

Combined, these two workshops cover the basics to enable councillors to learn about the key aspects of their role.  They are ideal for new councillors but also enable existing councillors to refresh their knowledge and understanding.

Session 1 covers:

  • What is a council

  • Local councils and the law

  • Working as a team - roles and responsibilities

  • Standards and the Code of Conduct 

Session 2 covers:

  • How councils work in practice

  • Meetings and agendas

  • Finance and transparency

  • Community involvement

This course aims to equip you with the skills needed to  positively influence your customer interactions  and meet your service-related challenges with confidence.

Each session lasts 2 hours

Councillor Code of Conduct - delivered by SALC 

Councillors represent local residents, work to develop better services and deliver local change. The public have high expectations and entrust councillors to represent the local area, taking decisions fairly, openly and transparently. Councillors have both an individual and collective responsibility to meet these expectations by maintaining high standards and demonstrating good conduct. 

Councillors should be able to undertake their role without being intimidates, abused, bullied, or threatened by anyone, including the general public.

This training session focuses on the following:

- Legal framework

- General principles

- Interests

- Dispensations

- General obligations and breaches

Finance for councillors - delivered by The Parkinson Partnership

This session is designed to give councillors a greater understanding of their duties with regard to the council's finances.

The session covers:

  • Roles and responsibilities

  • Setting a budget and precept

  • Financial control

  • The Annual Governance and Accountability Return (AGAR)

  • Internal and external audit

  • How VAT applies to local councils

Data Protection for parish and town councillors - delivered by Breakthrough Communications

Whether you are an experienced councillor or have only recently been elected, it is vital that you understand how data protection legislation sits with your role as an elected member.  

The session will:

  • help you understand your legal obligations

  • how to get things right

  • introduce Freedom of Information legislation and what this means as a councillor

Chairing council and public meetings effectively - delivered by Breakthrough Communications

This session is designed for councillors regardless of whether you are an experienced chairperson or whether you are new to the role.

  • how to deal with tricky situations
