Standing Orders Workshop

This is an essential course for all councillors and clerks interested in well-managed meetings that end on time!

The Standing Orders Workshop is designed to help councils to understand and review the mandatory and good practice rules they apply to their business.

Getting to grips with your Standing Orders gives councillors and clerks a solid foundation for good (and lawful) decision-making practice. If everyone on a council understands the rules, avoiding disruptive behaviour and other pitfalls, and getting on with business is much easier.

This course provides vital information of the importance of Standing Orders to assist councils with procedural matters for meetings, statutory requirements, internal organisation, administration and procurement procedures.

This course will focus on the model Standing Orders produced by the National Association of Local Councils which contain sound and recognised provisions and have been adopted and adapted by most councils. You will be provided with a copy. You might also find it useful to bring a copy of your own Standing Orders but this is optional and will not affect the workshop.

You will come away with a good understanding of:

  • How to ensure meetings finish on time!
  • Why councils have Standing Orders
  • The distinction between mandatory rules and good practice
  • The pros and cons of tailoring
  • How to effectively tailor Standing Orders
  • How to get something on the agenda
  • What can be proposed outside of agenda items
  • How Standing Orders are used to control meetings
  • When and how to review Standing Orders
